Purpose:
More extensive testing and analysis of site environmental conditions.
Description of Service:
If the Phase I ESA identifies RECs that warrant further investigation, a Phase II scope of work is developed on a site-specific basis. A Phase II ESA investigation typically includes collection of samples and analyzes soil, soil gas (vapor) and/ or groundwater to determine if there was a release of hazardous substances or petroleum from identified RECs.
In the event a Phase II does not identify any contamination then typically, the environmental due diligence process is complete. If the Phase II shows that there is contamination above Criteria set by the State of Michigan, a Baseline Environmental Assessment (BEA), can be prepared to exempt new owners/ operators from pre-existing environmental liability. Exceeding State Criteria classifies the property as a “Facility”. If known, the person who caused the contamination is liable for the contamination.
